OVERVIEW OF RESPONSIBILITIES:

The Residential Services Director is responsible for the overall performance of all residential programs and for their effective and efficient operation.

QUALIFICATIONS:

  1. Education: Master's degree in psychology, social work, closely related field preferred, or equivalent in work/experience.
  2. Certification(s): Certifiable as a Qualified Mental Health Professional or Associate.
  3. Experience: Four years of relevant behavioral health experience with at least one year at the department or program supervisor level.
  4. Availability: Monday Friday 8am 5pm, nights and weekends as needed with some on-call responsibilities per program needs
  5. Driver's License: valid in Oregon, an acceptable driving record, and be insurable under the Agency's auto insurance policy.
  6. Knowledge of applicable laws, rules, regulations, best practices and standards of assigned area.
  7. Knowledge of developmental issues of children, adolescents, and young adults.
  8. Working knowledge of issues related to adjudicated and non-adjudicated youth with mental illness and substance abuse issues and their needs.
  9. Working knowledge of issues related to youth in residential and/or day treatment programs.
  10. Knowledge of program development and evaluation methods and techniques.
  11. Knowledge of fiscal management, including contracts management.
  12. Ability to supervise, monitor, train and evaluate staff.
  13. Ability to effectively operate computer systems and varied software.
  14. Ability to work effectively as a member of an integrated team.
  15. Ability to relate effectively with youth, parents, professionals and community.
  16. Ability to work successfully with referral sources and other agencies as needed.
  17. Ability to work in a stressful environment, and maintain a positive mental attitude.
  18. Good communication skills both orally and in writing.
  19. Ability to maintain confidentiality.
  20. Professional appearance appropriate to the position.
  21. Cultural sensitivity and experience working with people from diverse cultural backgrounds.

SPECIFIC DUTIES

Internal Operations

  1. Ensures compliance with all agency and program operational policies.
  2. Assists in updating program procedural manual.
  3. Ensures facility maintenance.
  4. Oversees compliance with COA and licensing standards

Personnel

  1. Is responsible for overseeing selection, hiring, orientation, training, supervision, evaluation, and disciplining of staff and volunteers.
  2. Initially responds to grievances/complaints.
  3. Ensures compliance with personnel policies.
  4. Ensures lines of communication are maintained between management and staff.

 Program

  1. Implements program development and refinement procedures where appropriate.
  2. Promotes program effectiveness and efficiency.
  3. Promotes coordination with other Looking Glass programs and external resources.
  4. Manages documentation of appropriate client records and statistics.
  5. Provides support to clinicians to ensure appropriate clinical services.
  6. Ensures a responsive system for case intake, disposition and waiting list.
  7. Develops and implements evaluation procedures.
  8. Manages agenda's for staff and component meetings.

 Community Relations

  1. Acts as a liaison between programs and community.
  2. May perform public speaking.
  3. Reviews and responds to complaints about program.
  4. May act as program's liaison with media with proper authorization.
  5. Hosts approved visitors to the program.

Fiscal

  1. Develops and monitors fiscal year program budget and actively involves supervisors and staff.
  2. Manages program compliance with fiscal policies.
  3. Ensures adequacy of internal fiscal controls.
  4. Utilizes non-cash community resources where appropriate.

 Fund Development and Grants Management

  1. Stays abreast of funding opportunities.
  2. Assists in the development of grant applications and funding proposals.
  3. Monitors contract compliance.
  4. Completes and submits required reports in a timely manner.
  5. Participates in appropriate linkages with funding bodies, committees, etc.
  6. Develops new funding strategies/ideas where appropriate.
